Masaharu NAKAGAWA

Member of The House of Representatives, The National Diet of Japan
(Mie prefecture / elected 7 times)

After graduating from Georgetown University in America, he decided to work for Japan Foundation, from his perspective that international mutual understanding comes from cultural exchange.
He was first elected as a Member of Mie Prefectural Assembly in 1983.From then, he was elected 3 times consecutively for 12 years with the most votes. He joined the Japan New Party which was founded by former Prime Minister Morihiro Hosokawa, and determined to challenge national governmental affairs.
He was first elected as a Member of the House of Representatives in 1996.
As the Next Finance Minister of the Democratic Party, he committed himself in creating the manifesto for the 2009 summer election.
At the beginning of DPJ government led by PM Yukio Hatoyama in 2009, he served as Senior Vice Minister of Education, Culture, Sports, Science and Technology. Moreover, in the Naoto Kan administration from 2010, he was appointed Chair of Foreign Relations and Security Research Committee in the ruling party. In the Yoshihiko Noda administration, he was sworn in as the Minister of Education, Culture, Sports, Science and Technology. Finally, he was given the portfolio of Disaster Management, New Public Commons, Gender Equality and Civil Service Reform in 2012.
After the national election in 2012, he served as the Acting Secretary General of the Opposition. He is struggling for the DPJ’s recovery in the Parliament. Now, he serves as Chair of General Meeting of DP Diet Members. He is working on the issues of the joint studies of the histories of Japan and South Korea, the issues of e-books and the issues of ethnic groups in Myanmar.
He aims to take “You have the irreplaceable role” politics in practice, which encourages citizens to decide close matters within the area in which they live.
